Tap on the Search tab at the bottom and then type in FaceTime. Look for the FaceTime app made by Apple and tap the Cloud icon to re-download the app. Wait for it to re-appear on the Home screen. After a few more moments, check Apple Watch and Walkie-Talkie should now re-appear on the Home screen.

To use Walkie-Talkie, you and your friend both need to have an Apple Watch Series 1 or later with watchOS 5.3 or later. You also both need to set up the FaceTime app on your iPhone with iOS 12.4 and be able to make and receive FaceTime audio calls. The Walkie-Talkie app isn't available in all countries or regions.
Most drastically, Walkie-Talkie was disabled for a short time in summer 2019 after Apple found a security vulnerability that could allow eavesdropping; it was restored with the iOS 12.4 update.
