You can use that storage space for your iCloud backups, to keep your photos and videos stored in iCloud Photos, and your documents up to date in iCloud Drive. Depending on the size of your backup and amount of content you keep in iCloud, you might run out of free space.
Transfer files from Google Drive to iCloud on iPhone Tap the 3-dot menu next to the particular file. Tap “Open in” and select “Save to Files”. Select “iCloud Drive” and choose a folder (or create a new one) where you want to save the file. Tap Save at the top-right to save a copy of the file on iCloud Drive.

But the passcode is used to generate the encryption keys locally (and in the decryption process locally on the other end). It is never sent to Apple or stored in iCloud. Only the encrypted data is stored in iCloud.

Simply go to Settings > Notes and make sure the default notes account is set to "On My iPhone" instead of "iCloud". Now, newly created notes on your iPhone will remain on your iPhone and will not get pushed to the iCloud and hence your iPad.
