It took us a bit of time to work this out, but the easiest way of playing MP3 files on an iPhone without paying Apple any money at all is as follows: Download the VLC Player from the app store. VLC is an open source media player that plays videos and audio files, and offers lots of easy accessibility options.
Apple only allows users to customize unique ringtones for iPhone by making a ringtone from an MP3 file. You cannot automatically add MP3 files to iPhone, then set as ringtones.
Make sure you have the Dropbox app installed on your device, or download it from the iTunes store. Allow the Jukebox app to connect with your Dropbox account. Jukebox will scan your Dropbox account for all audio files. The app will then prompt you to select which audio files to download for offline listening.
Current iPads have the Music App installed by default, and it can still play mp3s directly by syncing them from iTunes as you would normally on an iPod. The synced files will appear in the Library section of the App.
My way of doing this is to connect the iPad to a computer with iTunes on it. The iPad should show up in iTunes as a device (see attachment). Then on the computer in iTunes, click on the iPad device icon. Then drag and, drag and drop the mp3's and they will transfer to the iPad.

The key reason why you shouldn't convert M4A to MP3 is that most M4A files result from lossy compression meaning that the audio is of low-quality. Converting them to MP3 will aggravate the sound quality even more.
