To be able to open it anywhere, you go into the settings for the keyboard and check the box for 'permanent notification'. It will then keep an entry in the notifications which you can tap to bring up the keyboard at any point.
Open On-Screen Keyboard by clicking the Start button, clicking All Programs, clicking Accessories, clicking Ease of Access, and then clicking On-Screen Keyboard. Click Options, select the Use click sound check box, and then click OK.

Safari on the iPad can take up a lot of resources. Emptying the cache helps (tap Settings > Safari > Clear History and Data), and you can tweak Safari speeds further by limiting the number of tabs you have open. Tap the tab icon in Safari, then tap the X in the upper-left of each tab to close it.
It defaults to the pencil, I can ultimately make a keyboard appear after taping on the small bar at the bottom of the screen and make a miniature keyboard appear (first tap nothing, second tap a minimized keyboard, third tap a small miniature keyboard about a third the size of the screen).
On the Home Screen, touch and hold an app icon briefly to open a quick actions menu. If the icons start to jiggle, tap Done at the top right or press the Home button (on an iPad with a Home button), then try again.
How to move the keyboard on your iPad
Go to Settings > General > iPhone Storage and locate Safari. Tap on that and on the next page you'll see the Website Data option. Swipe to the left and tap delete. You can also do this for offline reading lists and downloads to clear up even more space.
